Update:
Because I have a series of head injuries, I forgot about an incident that happened in Florida in my late teens going into my early 20s.
Credit card pushes were explained to me when I was around 18 years old. This means when your credit limit is maxed, but you still have a bill, hotels are authorized to "push" the cost onto the bill anyway.
Because of this, I left a hotel without stopping by the front desk.I figured, it will be on the bill when I got home. So, (as someone put it) how can I run out on my tabs if my tabs follow me home?
I can't.
So, this means the first polygraph taken January 2nd, 2017 (Supporting Documents tab) is still true. The above facts are in a second one taken May 29th, 2020. And let me tell you, I packed ALOT into that one. The sentences are numbered so anyone (including law enforcement) can go to a particular number for whatever they need to know and add that to their evidence/investigation.
Major Highlights of Mr. Fulmer's Services:
- Because law
enforcement has uses him to this day to catch criminals, and he was active
in 18 states at one point (Tennessee, Alabama, Georgia, Florida, etc.) at
the same time, I feel safe I did the right thing taking the tests with
him.
Oh, and get
this, this guy has been used not only to get the bad guys by law
enforcement but has been used to test OTHER POLYGRAPH EXAMINERS for their
in-house polygraph examiner positions in the police department.
That tells me there's trust there and a steady track record.

from the University of South Carolina, with a degree and in psychology in
1976.
- He graduated
from the Mumford Polygraph Institute and trained students at the Academy
of Polygraph Science and Methodology.
- The Department
of Defense gave him an accuracy rating of 98%.
It Gets Even More Impressive
Mr. Fulmer worked closely with the first director of the United States
Department of Defense Polygraph Institute (DODPI) Dr.William Yankee, PhD.
He worked
on the development of the equipment used in polygraph exams. Think about that.
The EQUIPMENT used today is based on these guys' prototypes. I was a toddler
when this guy got started. 😁
Things I didn't like
1)The belt is so tight around the chest, but it has to be that way.
2)The test can be long, but he is thorough. You will have to take it twice as
part of his verification process.
3)Nerve-racking. Even if you are telling the truth, you will probably sweat a
little.

Things
I liked
1)He is old school.
Because he has been at this over 41 years, he is far more seasoned than a
newbie with a laptop that is easily hacked. He is going to know what to look
for on the graphs and how to interpret any anomalies.
2) He has a proven record with law enforcement. If he is good
enough for
law enforcement in 18 states over the last 41 years, his work is good enough
for me.
3) He is a graduate of USC and the Mumford Polygraph Institute,
where he was also a trainer. He helped build techniques to catch people in
their deception for various organizations.
4) HE TRAVELS TO YOU to take the test. This is great if you need to
get something verified.
5) Cost-effective. Though it is pricey for some, it is not outside
of the normal price range for polygraph examiners in my area.
The test can be long, but he is thorough. You will have to take it twice as
part of his verification process. (Yes this is here twice on purpose!)
6)He comes with solid credentials. His agency is licensed, accredited,
and fully bonded.
7) His website boasts a 98% accuracy rate based on the
evaluation of the Department of Defense.
FYI: I had a mental health evaluation around this time of my polygraph test by
a licensed Psychologist around the time of my exam.
The Doctor determined I was of mind at the time. He has since put
his statement in writing.
Update: After my 2018 car crash, a set of bone tumors were discovered inside of my brain. One is the size of a golf ball.
To Action!
Have a plan before you call him. Knowing what you are trying to prove
will help him design a test that will accurately give you the results you are
looking for.
Have an idea of who you are going to want to see these results. This is
a good time to check if you need to sign a release form for his agency to send
a copy to a company or government agency you are applying for.
Contact Mr. Fulmer for rates and time slots. He has testified as an
expert witness quite a bit, so he may be open to help you. He tends to work in
North Carolina, South Carolina, and Virginia only. However, he may be open to
further travel in certain circumstances, so it doesn't hurt to ask. Also, ask
if there is a release form to sign to get the findings emailed or faxed
elsewhere.
